Israel is very good since they teach English as a mandatory subject starting from grade 3 until the matriculation tests in grade 12. In addition, there are many children from English speaking homes and they pay extra for private lessons at a higher level than the Hebrew speaking Israeli children. There is also much money to be made in tutoring the high school kids since every year they must take a State given English exam
