I got this in my mail today (a job advert.).
Requirements:
1. 4 years university/college education with diploma or degree,
2. At least one-year kids teaching experience,
3. Prefer white American teachers, but experienced Canadian teachers also will be considered.
They definitely exist and they are openly practiced. Here's an article on ESL employer preferences.
Discrimination is common and openly displayed in Asia. In the west it happens too but it's more low key. Employers discriminate, that's what they do. Be it based on your appearances, qualifications, age, etc. They discriminate. Everyone discriminates on some level.
